Board Meeting Minutes

November 10th, 2016

Present: Koberlein, Arnold, Kamnick, Spitler, Denton, Wegscheid, Director Karnes.

Guests: JoAn Evans, Ginny Wilbur, Wayne Moran, Terri Smith.

 

The Library Board Meeting was called to order at 7:00 p.m. by President Koberlein.

The minutes of the October 13th 2016 meeting were read and approved.

The treasurer’s and librarian’s reports were presented (see attached).

Motion by Spitler, seconded by Arnold, to approve and pay the bills. Motion carried.

At the Brownstown Branch Library, Ginny Wilbur reported that Friends of the Library raised about $3700.00 at their raffle and concert fundraiser.

The Library is planning a book and craft after school program. On Monday December 5th for kindergarden-2nd grade and on Monday December 19th, 3rd-6th grade. Another set of programs are planned for January 9th and January 23rd.

November 19th is Christmas on Main Street in Brownstown, and the Friends of the Library will be serving cookies and hot cocoa at the library.

At the Beecher City Library, JoAn Evans said they are still having internet issues with Frontier.

Their mailbox needs repaired.

Georgia Evans spoke at the book club.

Memorials for the library from JoAn’s mother, Leona Faye Doty were around $334.00 and new bookcases will be ordered to replace the metal ones.

At the St. Elmo Library, Director Karnes said the veterans were in need of a Coast Guard Flag, and Kathy Spitler said she would donate one to them.

Discussion about putting the old school yearbooks on discs is still ongoing. The Oklahoma Dept. of Corrections would do this for free.

Motion by Spitler, seconded by Kamnick to order 750 magnets, 250 for each library. Motion carried.

Reminder of the Employee Christmas party on December 13th at 10:00 a.m.

Terri Smith has the paperwork for the election of Trustees in April. She will email the Library Board positions openings to be published in the Altamont News/ St. Elmo Banner and the Beecher City Journal.

Motion by Spitler, seconded by Kamnick, to use the Altamont News/ St. Elmo Banner as the newspaper to publish library news.

Motion by Spitler, seconded by Wegscheid, to adopt Ordinance # 2016-5   for Annual Tax Levy of St. Elmo Public Library District for counties of Fayette, Effingham, and Shelby for the fiscal year beginning July 1, 2016, ending June 30, 2017.

Motion by Kamnick, seconded by Spitler, to accept the 10 paid holidays for 2017. Motion carried.

Motion by Spitler, seconded by Kamnick,  to enter closed session at 8:08 p.m. to discuss personnel.  Motion carried.

Motion by Arnold, seconded by Spitler, to leave closed session at 8:23 p.m. Motion carried.

Motion by Spitler, seconded by Arnold to move Terri Smith from substitute librarian, to librarian on January 1, 2017.  And raise pay to $8.50 per hour. Motion carried.

Motion by Kamnick, seconded by Spitler, to advertise for a substitute librarian in the Altamont News/ St. Elmo Banner. Motion carried.

Motion by Spitler, seconded by Wegscheid, that beginning on January 1st, 2017,  all vacation days must be presented and approved by the Director. Motion carried.

Motion by Kamnick, seconded by Arnold to adjourn meeting at 8:37 p.m. Motion carried.
